Any vehicle with the motor running should be treated as moving.
Sorry people, but I reserve the right to remain unreasonable on this subject. Part of my job is helping to re-educate adults who have survived Traumatic Brain Injury. It makes me extremely aware of how fast it can happen, and how devistating it can be for the person's family and friends as well as to the person injured.
