This is cutting-edge legislation here, of course not eligible for the Nobel Peace Prize challenges laws of physics. Einstein stated that time travel could be acheived by traveling through a wormhole, but American politics has proven him wrong. I think insurance companies should start considering protecting against Acts of Congress.
