I agree with the religious diversity point about Muslim-majority countries. But those nations did not have secular government (except for Turkey in the 20th century). I think the idea of secular government separated in large part from the religion is the stumbling block here.
In the West, the split between Catholic and Protestant as well as the varieties of Protestant provided most of the diversity.
