In a Republic, that's the People. If the People are not in control it's because they've abdicated their responsibilities. They keep quiet during torture, wiretapping, abuse of fellow citizens, and roll-ups to pre-emptive wars. If the People are lazy and forget they are the president's Commander-In-Chief -- then there's no use whining about it later. After all, the People is the only group that can fight for freedom; the military can only fight for territory and borders.
