This seems like smoke and mirrors to me. From what I have read, it will cause companies to stop offering such plans, artificially making it look like costs are being controlled.
Also read that 90% of such plans are held by Union members making under 200K, and not the "wealthy" so often played off as affording such plans.
I dunno'....
