You bring up a big argument in the writing community, Ron. I haven't read all of the comments you received, but if you ever intend to write professionally, you do need to learn how to outline if you want to sell on spec. When a preliminary stepsheet isn't done before writing a novel, then the rough draft becomes the outline. Problem is, there are a lot of lazy writers who don't want to go back and rewrite. There are a lot of genre publishing houses who take their sub-standard work without reading it to make up the numbers they want in their category lines.
FWIW, I've done enough workshopping that I can tell when author uses a stepsheet or not.
