Reading Guide - Pelosi Health "Reform" Bill
In order to assist Members, staff, and interested parties seeking to read and review the health “reform” legislation (H.R. 3962) introduced by House Democrats, the Republican Conference has compiled a list of important page numbers and provisions in the 1,990-page “Affordable Health Care for America Act:”
Page 94 - Section 202(c) prohibits the sale of private individual health insurance policies, beginning in 2013, forcing individuals to purchase coverage through the federal government
Page 110- Section 222(e) requires the use of federal dollars to fund abortions through the government-run health plan—and, if the Hyde Amendment were ever not renewed, would require the plan to fund elective abortions
Page 111 - Section 223 establishes a new board of federal bureaucrats (the “Health Benefits Advisory Committee”) to dictate the health plans that all individuals must purchase.
Page 211 - Section 321 establishes a new government-run health plan that, according to non-partisan actuaries at the Lewin Group, would cause as many as 114 million Americans to lose their existing coverage
Page 225 - Section 330 permits—but does not require—Members of Congress to enroll in government-run health care
Page 255 - Section 345 includes language requiring verification of income for individuals wishing to receive federal health care subsidies under the bill—while the bill includes a requirement for applicants to verify their citizenship, it does not include a similar requirement to verify applicants’ identity, thus encouraging identity fraud for undocumented immigrants and others wishing to receive taxpayer-subsidized health benefits
Page 297 - Section 501 imposes a 2.5 percent tax on all individuals who do not purchase “bureaucrat-approved” health insurance - the tax would apply on individuals with incomes under $250,000, thus breaking a central promise of then-Senator Obama’s presidential campaign
Page 313 - Section 512 imposes an 8 percent “tax on jobs” for firms that cannot afford to purchase “bureaucrat-approved” health coverage; according to an analysis by Harvard Professor Kate Baicker, such a tax would place millions “at substantial risk of unemployment”—with minority workers losing their jobs at twice the rate of their white counterparts.
Page 336 - Section 551 imposes additional job-killing taxes, in the form of a half-trillion dollar “surcharge,” more than half of which will hit small businesses; according to a model developed by President Obama’s senior economic advisor, such taxes could cost up to 5.5 million jobs
Page 520 - Section 1161 cuts more than $150 billion from Medicare Advantage plans, potentially jeopardizing millions of seniors’ existing coverage
Page 733 - Section 1401 establishes a new Center for Comparative Effectiveness Research; the bill includes no provisions preventing the government-run health plan from using such research to deny access to life-saving treatments on cost grounds, similar to Britain’s National Health Service, which denies patient treatments costing more than £35,000
Page 1174 - Section 1802(b) includes provisions entitled “TAXES ON CERTAIN INSURANCE POLICIES” to fund comparative effectiveness research, breaking Speaker Pelosi’s promise that “We will not be taxing [health] benefits in any bill that passes the House,” and the President’s promise not to raise taxes on families with incomes under $250,000

If they wanted to do something really constructive that's what they could have worked on ... then when they had it done Pres. Obama could have pointed to that and said, "See, we accomplished this. Now we have to move on to ..."
But no, all his energy and Congress's energy is all tied up in passing a humongous entitlement program that includes just the virtual 'promise' of cutting out waste and fraud in Medicaid and Medicare.
What he really means is they are cutting Medicaid and Medicare and along with the cuts they make of course some of the fraud and waste will by default also be cut (through no more effort than what it takes to put pen to paper).

One of the ways they say they plan to pay for this 1.5 Trillion dollar piece of garbage is to cut out waste and fraud in the Medicaid and Medicare programs. If they know where it is why haven't they done it already? That is called sales pitch.

This is what happens when those whom oppose the President's policies do everything in their power to undermine him and block his agenda.
The President tried time and time again to debate the health care issue with the GOP, but they never opened their closed fists. No one on the Republican side ever said "let's sit down, discuss health care and possibly compromise" on some of the issues in the pages you listed.
This is what happens when one political party controls the Senate and the Congress. The void was filled by those whom wanted all the things you listed from page 94 to 1174.
This what you get when you act like you are a majority party. This is what you get when you fail to realize that the majority of Americans reject your platform of "I hope he fails and Just say NO!"
I knew that there would be health care reform. Do I like what I'm reading in the pages you listed? NO! However you have no one to blame for this post but you and those whom oppose the President. All we had to do was provide the American people with the same tax-payer funded health care that members of Congress and the Senate receive. Do you feel that members of Congress and the Senate are better than the tax-payers that fund their health care?
But this is what you get when you oppose the majority political party just for opposition's sake. You know that the public option is the best way to bring down health care costs, but you oppose it vehemently. For some reason, the Capitalist Republicans are afraid of competitive bidding. For some reason you condone monopoly practices. For some reason you condone the wasteful use of tax-payer dollars as the uninsured use their local hospital emergency room as their primary physician at a cost 10 times that of a primary physician.
President Obama extended his hand to you and you refused to open your clinched fist. Now you must accept the consequences of your party's inaction.

Here's the real problem, Lloyd, and it's not your nor my fault. Everyone thinks they know the truth, what has and has not happened. No one is going to make themselves look bad, thus you get the "he said/she said" story.
Almost 2,000 pages of "policy"; dozens of departments formed to control everything. To blame one over the other is really foolish - I don't, nor should you. Linda, (below) is right. This is a nice sounding Power Grab and like the Cap and Trade bill a big humungous tax increase. No matter who is taxed we will pay because all taxes are paid by the consumer.
The republicans have tried a number of alternatives, but everytime they have been shut down without being allowed a full hearing, and run over by the Democratic majority. This is a constanent with them, as when the Republicans are in control, they usually give the Democrats too much run, and when the Democrats are in control, they dominate the Government.

From what I've seen and read, there has been very little attempt by the Republicans to join the debate. They've come out against all aspects of health care reform up to the point of using scare tactics aimed at frightening our most vulnerable, America's senior citizens.
I doubt you will find many people whom would agree with you that the Republicans have tried over and over again to join the debate. I haven't seen it or read it anywhere including on Fox News.

We might not agree most of the times, but this we can agree on.
The Republicans stayed on the sidelines hoping that fear tactics such as "Death Panels" would sway public opinion. However, the majority of Americans saw right through that.
The Republicans sponsored "Tea Parties" hoping that the majority of Americans would jump on board. That didn't work either. Pictures of our duly elected 44th President looking like a "witch doctor" with a bone sticking through his nose turned off many people who didn't want to be associated with such a fringe element of the Republican Party.
The opposition has approached health care reform looking for reasons to oppose it as opposed to making compromises that are in the best interests of the American people.
Voting along party lines is a bad strategy when you are the minority party.

Sounds like you could care less about Americans on the verge of filing bankruptcy, loosing everything they've worked for their entire lives due to just ONE illness in the family.
Sounds like you condone American citizens using their local hospital emergency rooms as their primary physician's office when you know that the cost is nearly 10 times that of having their own primary physician even though the American tax-payer foots the bill either way.

I'd like to ask you a couple of questions.
First do you believe that we need health care reform or are you satisfied with the status quo?
If no, then tell me why?
If yes, then tell me what you might suggest?
See, to say I or anyone against this power grab in uncaring, is unacceptable. We care and can see the untold consequences. When you run the REAL numbers, there are 12 million w/o health insurance who WANT health insurance, and they could be covered from the un-spent stimulus money hanging around for who knows what, without all this control, and would be substantially less than a trillion and NO increased taxes. Remember, they just printed more money for the stimulus but the taxpayers won't get off the hook for this one.
So, the reality is quite different that all the misinformation pumped up by this administration.
That's another reason to prove this is a power grab. 2000 pages of legal mumbo junbo, not including the amendments that will mysteriously appear.
#1. Let families and businesses buy health insurance across state lines.
#2. Allow individuals, small businesses, and trade associations to pool together and acquire health insurance at lower prices, the same way large corporations and labor unions do.
#3, Give states the tools to create their own innovative reforms that lower health care costs.
#4. End junk lawsuits that contribute to higher health care costs by increasing the number of tests and procedures that physicians sometimes order not because they think it’s good medicine, but because they are afraid of being sued.

Actually, the insurance industry WROTE the plan as do most lobbyists. Our reps don't even READ the bills! They openly admit it, thus whomever writes the bills is self-serving and it's NEVER for the benefit of our freedoms and/or rights.
