We've got a situation brewing with our next door neighbor. The previous owner of their house had put up a chain link fence, which has been there longer than we have been in this house. That's fine.
A new neighbor moves in and has been there for about two years. A couple of weeks ago he introduced himself to my husband (he's not real friendly so yes, it took two years even though I brought them fresh baked bread their first week) and said he was putting up a privacy fence and that we will need to tie our dogs. We're not going to tie our dogs, they are trained and well behaved and we will keep them in our own yard if the neighbor needs to remove the chain link fence while putting up a privacy fence. That's fine.
He's just finished putting in his privacy fence.

This is the drainage ditch behind our properties. It looks pretty messy on our corner but that's behind our storage barn where we keep our ladders and such.
I've never seen someone put up a new fence but not take down the old one first. My husband is livid about this. He asked the guy this morning if he was going to take down the chain link and the guy said "oh, you want me to take down the chain link?"
Some might think the guy is confused and thinks the chain link on our side belongs to us, but it doesn't. The chain link traverses around his entire yard. It's the same for the neighbors on the other side. They haven't expressed any anger about it but the lady who lives there said she was going to ask the guy if he was going to take down the chain link. How is he going to take it down? He will have to dig up each post, complete with concrete base.
The police say we should talk to the Justice of the Peace.
Any suggestions? This is weird.

Me, I'd grow vines on the chain link to give me a green wall. Saves money on buying or building tellises.
Why aren't WE neighbors?
We moved into our house in December of 05, Febuary of 06 I end up in the ER with appendicitis and am informed I'm pregnant. In April, when it starts to warm up, our son goes and starts to play with the neighbor kids that he goes to school with and I try to get to know the moms. Nobody is interested in being friendly, and even the ONE couple that kinda talks to us, is distant. It's very strange...

What people don't seem to understand is that the fence being that way drives your property values lower than they allready are, my Mom was a real estate agent for 20 years...
IF you really want it moved maybe you can ask him if he will let you remove the chainlink but that would mean moving and replacing his wooden fence so he probably will not go for it unless you offer to pay to have it all done for him.

I had a builder once who built a privacy fence which kept me from accessing my own backyard. Now that bothered me. After a few weeks, I had to threaten to chop it down to get him to remove the unlawful section.
