Three of the editors I use allows for framing a picture.
With Gimp there aren't a lot of options but one can make borders around a photograph. Gimp also doesn't allow for previews. Gimp has the least options and is the most complicated of the three editors to use.
In the "Filter" options near the bottom is "Decor" this allows for some "decorating" of your photograph. There are two border options: "Add Border" and "Fuzzy Border"

You can select any color you chose, make it to the desired thickness, when you click OK you can see what your finished product is going to look like:
I very seldom use GIMP for bordering a picture as it is complicated and time consuming. I would, however, encourage others to experiment.... you never know what you might be able to come up with.

In PhotoFiltre there are a lot more options and again I would encourage people to experiment.
Under the Filters you can click "PhotoMasque" or you can use the icon.

When You click on the "file" icon it will open a file of frames you can chose from. There are several options.
You can also make it any color you wish and control the opacity:

PhotoScape gives a massive amount of frame options:

click on the little arrow next to "no frame" and tada! Frames galore!

Once you've decided on the frame you can use the slide to decide how big you want the frame.

There are other options as well that can be used with out without a frame. These are border options:

you can round off the edges of your picture, creating a border... you can chose the color and the thickness

Or just margin without rounding the corners

Or create a patterned border or "Frame line"
