Dogs need to run, but some people don't like to be dog snogged while they take a Sunday stroll. Dog parks make everybody happy.
Dogs run off-leash and learn to socialize, owners take leisurely strolls, and those who'd rather not mix with this ecclectic crowd get a bit of a break. Nobody looses! At dogparks.com I counted at least 180 dog parks in the U.S., and Canada is into created spaces where dog and dog owners can be "unleashed" too.

That dachshund Napoleon (?) looks like our fiesty Charlie... he takes on dogs triple his size to assert his territory!
Some off-leash areas for dogs are too far to walk to, and some dogpeople don't have cars (or want an alternative to driving).
I am starting a project to help solve this. It's call "Dogs on Board!", and aims to encourage more transit operators in Canada and the USA to allow pet dogs on their vehicles.

Stanley made an interesting comment. There are soft muzzles which slip on over the dog's nose and attach behind it's ears, which make it easy to take on a leash. They don't hurt the dog and the dog doesn't jerk the leash out of your hand.
Maybe dogs should be exposed to others from puppyhood or kept on a leash at first in the parks, until you're sure how it's going to react around others..
