I guess it would depend upon whether it for shaded area or sun.

For shaded area: Hosta 'Blue Mouse Ears, if youdon't like to mow this makes a great ground cover andit has beautiful leaves and comes in several varities.
Partial shade: Hydrangea Blue/ pink, my grandmother grew these and I just have always liked them.
Sun: Clematis armandii, it makes a great cover, these have a smaller white flower and is a great thing for privacy.

Then there are Fall Blooming, Spring Blooming, Summer Blooming, Borders, Ground Covers, Container and Indoor Perennials

Pink and Carolina Jasmine , the pink smells incredible and the carolina has beautiful yellow flowers, lavender is nice too
