I know this is older news now, but I have a link for the official press release from HSUS (Humane Society of the United States). The reward has been raised to $6,000.
Missy was a Walker Hound that was partially skinned alive in Benton, Arkansas. She was a family pet and her owner came home to find this beloved pet alive but in great pain. Sadly Missy had to be euthanized due to extensive injuries.
Suprisingly there has been little local coverage of this case of extreme animal cruelty and no real investigation. Some people are working to change that. I am just a messenger but there is contact info on the linked page and in some of my other articles referring to this story. Feel free to pass this on.

We are NOT going to get rid of these forms of physical cruelty to animals unless we do it with an IRON FIST. There is no way that people who perform such horrible acts of violence are going to stop any other way. Education won't work, because they are too ignorant to learn. A soft tap on the hand to punish them won't make a dent in their actions, either. They NEED a forceful, HARSH approach because that is the ONLY language they UNDERSTAND! We need better laws to protect the innocent AND a STRONG ENFORCEMENT of those laws!!!
Our legal system turns a blind eye to the needs of our most vulnerable in society -- children and pets. Legislation and enforcement just don't go far enough to reach at these monsters and to make other aberrations like them think twice before performing such heinous acts of sadism!
