My husband is a Gulf War Vet. He is a member of the PVA. He has MS and is currently fighting for his disablity benefits. We have a PVA service officer out of Cleveland, but we are not at all happy with the "help" he has given us. My husband filed his claim in June of 2006. We just got his denial of claim. Does anyone know if he can request that a decision rating officer review the file BEFORE he files his notice of disagreement? If he files his NOD can he request the review by the DRO at the same time? Any advise or ideas? Going through his diagnosis was hard enough and navigating the VA claims process with no guidance is making it a nightmare.

increased risk of MS. That includes a study in the Annals of Neurology
identifying 5,345 cases of MS among veterans that were deemed
“service-connected,” which represents a significant increase from
previous studies.
-- An epidemiologic study found an unexpected, two-fold increase in MS
between 1993 and 2000 in Kuwait, which suggests neurotoxin exposure
as a potential environmental trigger for MS.
Health Administration between 1998 and 2003. The VA currently is
funding two MS Centers of Excellence to provide clinical care and
education. Physicians at those institutions have published a professional
hypothesis that Gulf War veterans are at an increased risk for MS due to
exposure to neurotoxins.
-- An advisory committee commissioned by the VA recently recommended
further study into the potential link between combat service and the
increased risk of developing MS. By studying this population, scientists
might be able to understand the cause and triggers of MS and develop

Also -- sometimes, I don't know for sure, but sometimes a drug company will help you if you need a drug but your insurance won't cover you.
