There is much controversy over cell-phone use in the car. It is very annoying when someone is on a cell-phone driving with one hand and going well below the speed limit in front of you. I understand they are trying to do two things at once and going slow because they know they will need more time to react. They now have headsets you can buy a reasonable price that will free up your hand and might help you. People talk to each other in the car, but they both usually are looking out of the same windshield and will know to cut the conversation in a tense moment. The problem with cell- phones is that the other person doesn't know what dilema might be approaching you.
My tendency is when running errands is to make my calls from the parking lot before I head to my next stop. I tend to make the conversation short and to the point if I am driving and if it can't end in a few minutes I tend to pull into a parking lot to finish my call. I get anxious when I get a call from someone who is driving, but I too, have been guilty of forgetting that they are driving and continued rattling on.
Tonight, while in the car we passed someone who was talking on his cell-phone. What amazed me was the man held the cell-phone to his left ear and with his right hand he was gesturing and briefly stopping to touch the wheel. I think if one has a tendency to talk with their hands they need a headset. You can't steer very well if you don't have at least one hand on the wheel at all times.
With a little common sense using cell-phones in the car if managed well won't increase the accident rates and cause laws to make it an offense in all states.

It is my BIGGEST pet peeve. I think that people who drive and talk incessantly on their cells are inconsiderate boobs. It is the ONLY thing that gets me riled up on the road, and yesterday there were two incidents with morons on their phones where I had to be extra-extra-careful because of their inattention. I just want to take their cell phone and shove it somewhere that wouldn't feel too good. ERRR!!! (Can you tell I'm still riled up about it? LOL).
We have a hands-free fitting in each car - my husband answers his - I keep mine disconnected!
It's certainly not illegal to use them in shops, the streets, trains etc... Whenever I travel by train, I ensure that my seat is booked well away from the one carriage where mobile phones are allowed!
