An Amber Alert has been issued for two boys from Kittitas County, Washington. They are believed to be abducted by their mother.
Amber Alert activated by request of Washington State Police. Two male juveniles, Parker & Preston Norris, were taken by mother, Nicole Butcher, this morning from their residence in Kittitas, Wa. May be enroute to Nevada. Nicole may be suicidal.
Parker Norris is a white male. He is 2 years old and is 2' 10" tall. He has blond hair, blue eyes, and weighs 35 lbs.
Preston Norris is a white male. He is 3 years old and is 3' 0" tall. He has blond hair, green eyes, and weighs 35 lbs.
Nicole Butcher is a white female. She is 27 years old and is 5' 6" tall. She has blond hair, green eyes, and weighs 130 lbs. Nicole left a note threatening suicide. She is believed to be headed to either Winnemucca or Las Vegas. She is believed to be driving a 1994 white Ford Explorer with Washington license plates, 255UBD. The boys father found the note this morning and contacted police who activated an AMBER Alert for the state of Washington. Kittitas is approximately 11 hours from Reno.

The relationship between Nicole and the father have been under stress for the last year. They were in the process of splitting up the material belongings as the father indicated that he was relocating to a different residency. Some news stories indicated that Nicole cleaned out the house, which is also a fabrication of the news media. Allow me to clarify what household items that she had in her possession when she arrived here in Nevada. The total amount of household items were zip, zero, none. The total belongings in her possession were Nicole’s and the children clothes, which consisted of six trash bags.
Why did Nicole leave when she has family in the Ellensburg/Kittitas area? Nicole and her children have been here in Nevada for three days now and still have not heard from her mother how she or her grandchildren are doing or if they had arrived safely. I ask you “What type of support did she have there from this side of the family?”
Every successful AMBER ALERT contains clearly defined activation criteria, which require law enforcement to confirm abduction prior to issuing an alert. Clearly, stranger abductions are the most dangerous for children and thus are primary to the mission of an AMBER ALERT to allow significant information that an abduction has occurred. However, in the event of Preston and Parker's Amber alert lead to the abuse of the system which has the potential of weakening future Amber alerts and effectiveness.
The purpose of the AMBER Alert is to provide a rapid response to the most serious child abduction cases. When an alert is activated law-enforcement agencies immediately gain the assistance of thousands of broadcast and cable listeners and viewers throughout the area. The plan relies on galvanizing the community to help safely recover the abducted child. The resources in Amber alert costs the taxpayers tens of thousands of dollars, if not hundreds of thousands of dollars in law enforcement agencies. The Amber alert was never intended to be used for locating children who have runaway from home, missing children taken by a non-custodial relative in a child custody case, lost children, or incidents when a law enforcement search is underway for a criminal suspect, i.e., murder, bank robber, rapist, and in which a child is involved.
Without going in to further detail I thank all of you for your concerns on the safety of my grandchildren and my daughter. They are safe and well here in Winnemucca Nevada.

* The abduction is of a child age 17 years or younger
* The law-enforcement agency believes the child is in imminent danger of serious bodily injury or death
* There is enough descriptive information about the victim and abduction for law enforcement to issue an AMBER Alert to assist in the recovery of the child
* The child’s name and other critical data elements, including the Child Abduction flag, have been entered into the National Crime Information Center (NCIC) computer
If these criteria are met, alert information is assembled for public distribution. This information may include descriptions and pictures of the missing child, the suspected abductor, and a suspected vehicle along with any other information available and valuable to identifying the child and suspect.
The information is then faxed to radio stations designated as primary stations under the Federal Communications Commission’s (FCC) Emergency Alert System (EAS). The primary stations send the same information to area radio and television stations and cable systems via the EAS, and participating stations immediately broadcast the information to millions of listeners. Radio stations interrupt programming to announce the Alert, and television stations and cable systems run a “crawl” on the screen along with a picture of the child.
I understand how the criteria which must be met, however this Amber alert was a false report. Notice in the article below this sentence stating "skewed in order to create alarm." The Amber alert is an excellent system and must not be abused.
The boyfriend used the system to "sic" law enforcement on Nicole and this type of use of the Amber alert system should not be tolerated.
The news articles that are plastered all over the Internet are false and have incorrect information concerning the entire event.
Nicole has contacted the Washington state patrol and Kittitas chief of police requesting all reports, statements, affidavits, etc. concerning this incident.
Kittitas chief of police inform Nicole that currently he is "pushing a big rock up a very steep hill." Needless to say, a lawsuit is coming.
"An Amber Alert issued in both Nevada and Washington State was lifted just before 9pm Tuesday night, after a mother and her two children were located in Winnemucca.
Initial reports were Nicole Butcher had left a note sometime this morning at her Kittitas, Washington home after taking her two sons Parker Norris, 2, and Preston Norris, 3. In fact, Washington authorities thought Butcher had a history of suicidal tendencies. However, officials from the Humboldt County Sheriff's Office indicate the story may have been skewed in order to create alarm.
Undersheriff Curtiss Kull says this was a civil issue between Butcher and her boyfriend, the two boys' father. There was some sort of dispute, so Butcher left to visit family. When asked whether Tuesday night's quick location of the three was a testament to the Amber Alert system, Kull said it's not necessarily the same. An Amber Alert should be used to help find abducted children on the interstate, for example.
"Even absent an Amber Alert, the outcome would have been the same." According to Kull his deputies were given an address of Butcher's extended family, "Sure enough my deputies went to the location and there she was."
