An Associated Press article, "Seniors Uneasy Over Medicare Cuts in Overhaul", dated July 30, 2009, analyzed the partisan battle being waged between Democrats and Republicans over the $500 billion cut in Medicare proposed in the House Democrats Health Care "Reform" bill. Leaving political considerations aside, the cuts have concerned seniors and those near retirement age.
The AP states, "At an AARP town hall meeting earlier this week, Obama went out of his way to address "a misperception" that the Democratic bills in Congress would cut medical benefits for the elderly.
"Nobody is talking about reducing Medicare benefits," Obama said. "Medicare benefits are there because people contributed into a system. It works. We don't want to change it. What we do want is to eliminate some of the waste that is being paid for out of the Medicare trust fund that could be used more effectively to cover more people and to strengthen the system."
But, given the President's other assurances that have been found to be at variance with the bills in Congress, seniors are still worried.
The AP continues, "The House bill — the congressional proposal that has advanced the most — would reduce projected increases in Medicare payments to providers by more than $500 billion over 10 years, a gross cut of about 7 percent over the period. But the legislation would also plow nearly $300 billion back into the program, mainly to sweeten payments to doctors.
That still leaves a net cut of more than $200 billion, which would be used to offset new federal subsidies for workers and their families now lacking health insurance. Those uninsured workers also pay the taxes that go to support medical care for the elderly."
That raises some questions with seniors. Can the government really eliminate $500 billion of "waste and fraud" in Medicare? The government's track record in this area has been pretty pathetic, and another failure would mean that the "net cut" could be a lot more than the $200 billion promised by the politicians.
There are also the President's statements about "waste" that have seniors worried. Supposedly the government will be smart enough to eliminate less effective treatments according to President Obama. To many seniors, this translates to the government cutting the treatments it will pay doctors and hospitals for, essentially telling them how to practice medicine.
Finally, the fact that AARP is backing the President's plan troubles seniors. AARP is supposed to represent the interests of seniors, but it also has a huge health insurance business it wants to protect, so this adds up to a significant conflict of interest. Seniors worry that they are not fairly represented in the health care discussion in Congress.
The AP reports, "What we hear from our members is that to them Medicare savings sounds like cuts," said Nora Super, AARP's chief health care lobbyist. "Our members over 65 really value their Medicare program ... and numbers like $500 billion are huge numbers, so that is really scary to our members."
"I believe they are hearing that their benefits are going to be really restricted," said Robert Blendon, a professor at the Harvard School of Public Health, who follows public opinion on health care issues. "If that's the case, it will really cause some problems for lawmakers over the summer because seniors are the most politically responsive group, and they're the ones who on a day-to-day basis confront ill health and medical expenses."
So, political considerations aside, the seniors will be a force to be reckoned with as the discussion in Congress continues. Will the Medicare cuts reduce the care the program provides? Is it fair to take $200 billion in funds that seniors have paid into Medicare and use it to cover the uninsured? What do you think?

The politically correct that can't do their own thinking are going to be at fault if we get a bad health care bill because they never listen to anything but propaganda.
Americans need to be reeducated to think beyond the dollar sign and remember we are all responsible for each other and stop listening to propaganda from political hacks in both parties.
The health care bill will not be perfect but it has to be started and it will improve as it is implemented and tweaked wherever necessary. All we need to do is stop listening to propaganda and political hacks. Start paying attention to important matters instead of worrying about what kind of beer Obama drinks and stop trying to make big national issues out of smoke.
We need to start moving forward instead of backwards. If people want to live in the dark ages its their choice. We are better people than that and need to stop saying let the sick die because they have been put out of work or can't afford to pay insurance premiums that are worthless coverage.
Congratulations on your insurance coverage for your workers. That is the best way to retain "highly skilled workers", and you obviously have discovered the formula for success.
However, many commercial health plans terminate at age 65, because insurance companies know that that is when serious health problems start. That's what I meant by "how do you keep your old plan".
I agree that the country has to do something to get control of costs and the problem with the 10 million uninsured who are not covered by existing programs, are here legally, and can not obtain health insurance. However, "crisis" legislation drafted by half a dozen Congressional committees without studies or hearings to determine what is best way to solve the two health care problems the nation faces is a stupid way to go about it.
And the fact that the effort is being led by a inexperienced community organizer with a large circle of radical friends and supporters doesn't give me high hopes for the success of the effort. Your assurance that whatever wacko bill is passed will be "it will improve as it is implemented and tweaked wherever necessary" doesn't give me much hope as I look at the large number of failed government programs that continue to be budgeted year after year.
We've all paid for these benefits, but they can disappear very quickly.
Jan GM was a ripoff that Obama either fell for or created. The GM bailout was supposed to keep GM out of bankruptcy and all they did was funnel the money to foreign interests and was not even penalized for it. Its criminal what they were allowed to do and I will never buy another American made car because of it. I refer to GM as Obama motors and the most blatant support of corporate socialism I have ever seen.
We really need to change the nature of our money so these silly problems never arise. There will be plenty of resources (human and material) to take care of the health issues of almost everyone. (Rare cases are the exception, just as they are today.) So it is only gross stupidity on our part if we let all that suffering happen needlessly.
I remember the 18% interest rates that were needed to cover the financial mess left by Nixon, Ford, and Carter. Get ready for the same kind of thing as a result of Bush-Obama.
That's my definition of broke.
I am confident that you have read enough history to know these things go in cycles. No matter what approach or tactic the government uses the results are always the same. That means to me that it isn't the people who get things wrong in government, it's built into the economy of every nation. It doesn't matter who's in office nor does it matter what they try to do, it always comes out the same way.
Given the diversity of religions, farming or manufacturing techniques, language, level of technology, and art, there must be something quite fundamental that all the nations of the world in history have in common. What do you think that thing is?
Something to ponder and chew on... *chuckle*
They do "just print more money" by borrowing. This, also, has been going on for generations.
My question does still stand though.
Hello, Boomers! Welcome to the early exit program.
More ornate "words" by this administration with intent to tranquilize before our seniors heads are placed in the guillotine......
I'm not so sure that the mess will pass. The Blue Dogs are already starting to put distance between themselves and the President, and the President has not adopted a new sales pitch even though the old one has clearly failed.
I think people are starting to know what is in the Waxman health care takeover bill and how much the lies about the President's "plan" differed from what was really being put in the bills in Congress, like the $500 billion raid on Medicare. The proponents have lost the trust of the American people.
That's a good thing!
I'm on disability and Larry lost his job so their went the insurance.
