Is there any truth to such claims?
Here's what Sheila Samples has to say about this matter:
"By any other name, FEMA remains this nation's "secret government," with powers to suspend laws, move entire populations, arrest and detain citizens without a warrant, hold citizens without a trial, seize control of all transportation and communication systems and – suspend the US Constitution."Do you feel she's on to something?
Is FEMA the "unseen" governing body calling shots, in the US?

The only thing is it's no secret. Americans simply don't seem to care.
Conspiracies are about secret operations that must remain secret to work ... always for the benefit of the conspirator(s) and at the expense of the "victims." When huge amounts of wealth are involved, the stakes are very high and money (and morals) are of no concern ... to think that these things do not go on, is the epitome of naivete'.
It seems to me that there are two primary classes of people that make up our citizenship ... those that are very objective oriented, that believe only what is "proven" to them ... they are generally more conservative in thought, their "reality" is more restricted to that "box" of objectivity ... they prefer to keep that reality simple and believable ... something they can feel "comfortable" with ... they say that if it ain't broke don't attempt to fix it ... and leave sleeping dogs lie. They do NOT believe in conspiracies because they trust their like thinkers who their society has honored, those that are "objectively" sane ... those that do NOT deal in subjectivity at all, such being the realm of "kooks" ... and all "normal" people (ego defined) are considered by selves and peers to be just that and definitely NOT "kooks".
Naturally the "other" class of people must then be the kooks ... those who seek the deepest truths about their reality, possibly even dealing in that "nasty" realm of "subjectivity" to find it ... the INtuitive and maybe even "spiritual" source of things ... transcendent thought ...
For myself, having always been a bit of a cynic and skeptic all of my life, I never bought into the surface presentations of society, secular and religious, about how things "worked" in this world ... my intuition told me that there was, or sure should be, more to it all ... I have always sought the greatest truth about things.
That "seeking" led me to have a spiritual awakening about 14 years ago ... ever since that time, never before, I have highly valued the subjectivity of my spiritual (INtuitive) connection to "higher truths" ... and I have thus been INformed that Conspiracies DO in fact exist, always have ... and the most dangerous and insidious ones do in fact put this world's humanity at a strict disadvantage when it comes to our God granted "freedoms" ... and it is ONLY the TRUTH that will set us FREE ...
But to each their own, some people are just afraid to be an individual and face up to truth out of fear ... they would rather stay in their little comfortable box of accepting that their leaders and "authorities" have their best interests at heart and of course, know what is "best" for them ... such as that all conspiracies are just the theories of liberal nut-job kooks that have no grip on "reality" ...
Thank "God" that I have the knowledge that I have and which gives me peace of mind overall, including the picture of the eternal that is purely "subjective" (as are most "theories").
However, none of those "dark powers" has ever been exercised. Sometimes I think people have stayed up late at night and watched too many episodes of 'the X Files', regarding FEMA. They're just another part of our bloated bureaucracy.
Would a true "secret government within the government" allow itself to be cast in such a terrible light after Katrina? Nope, if they were as evil as some have implied, they'd have blacked out all negative coverage of themselves.
