For an editor that is a little more advanced than Picasa3 but not as complicated as other more advanced editors like PhotoShop, You might me interested in using PhotoScape.
Personally I love this editor because of the simplicity, yet it gives me a lot to work with when it comes to photo editing.

PhotoScape allows you to do a lot of things with you pictures.
- viewer - allows you to look at all photos in one folder
- editor - editing your photographs
- mass editor - this feature is good for mass editing.
- Page -makes different kinds of collages
- Combine - take a few photo and string them together in a line
- Splitter - takes a picture and splits it into equal parts
I haven't used any of the other features, so I can't tell you how well they work.
The editing features is what I use the most.
You can convert to gray scale (b/w), sepia, negative or threshold with a click of one of the buttons.
If you want to add a frame, PhotoScape has quite a few to chose from.
Resizing may be necessary to upload to a website.
Bright Color has a lot of different features ... you can brighten, lighten, darken, take part of the color out, fix the colors etc.
There are a lot of really cool filters for you to play with 
Many of the pictures I've posted have been edited with PhotoScape. And the best thing about it is that it's free.
