"Hello, bueno, Jackie speaking, how may I help you?"
"Yes ma'am, I was given your number by the central office. I need some information, please - regarding Hispanics in the school system."
At 8:45 a.m. I wasn't certain twelve hours between shifts was enough, gauging by the tone of this lady's voice.
"I'll answer any question to the best of my ability. May I ask who is calling?"
"Of course, I'm sorry. My name is Bonnie Sheridan with the health department. I'm a social worker."
I remain silent a moment too long before responding, "It's nice to meet you, Bonnie. How can I help you?"
I heard Bonnie take a deep breath, one identical to mine. The only difference was, I held tight and refused to surrender to that ‘free-falling' sensation one experiences as they pass the point of no return.
"What is the school policy on truancy for an illegal alien, pregnant fourteen-year-old? Her name is Sofia Morales."
There goes the breath, no keeping that one under wraps. I replied as quickly as possible after the slip, "The same policy exists for all students, regardless of race, national origin or language. All students are protected from discrimination by federal law. There is no difference."
"Good, now please explain to me the process for reporting truancy."
"If the student is Hispanic, I can be a potential resource, but I'm certainly not the person you should formally report to. We have a Dropout Prevention Counselor for that."
I then explain that I will call the counselor and notify everyone who should be aware by email. Bonnie gives me her email address, asks to be copied in and thanks me before she disconnects.
I immediately check the database and there she is: Sofia Morales, barely fourteen-years-old, in the United States less than four years.
I call the Dropout Prevention counselor. He asks, "Was she enrolled at all this year, anywhere?"
"No, I don't think so. The social worker would have mentioned it."
"Well, if she hasn't enrolled at all, she isn't a dropout. She's a new enrollment."
"What about the pregnancy?" I asked.
"Pregnancy is not sufficient cause to remain out of school. She needs to re-enroll in our system. She was a dropout last year. This year she's a new enrollment."
"Oh, I understand. In any case I promised Bonnie an email with the names of school contact personnel."
"That's fine," he replied.
Somehow this story bothered me. Something was missing.
The next call I made seemed destined for voice mail. Mr. Rios answered his call at the very last moment.
"Jackie!"
"Rios!" I said, truly happy to hear his voice. "Do you remember a student by the name of Sofia Morales?"
"Yes, yes, I do. Look, she was enrolled here for two years. Then one day her mom walks in and says she's going to South Carolina to live with her grandmother. This morning I get a call from a social worker at the health department who says Sofia is here and six months pregnant."
The disgust in his voice literally made my ear ache. I remained silent as he struggled to calmly express himself.
"This is terrible, Jackie. I am certain Sofia has a marked learning disability. I can't imagine who could have taken advantage of a child like her."
The rest of the story, I thought as the ache spread to that spot right between my eyes.
There was no accurate way to respond. "Thanks Rios, I'll keep you informed. Let me know if she shows up to enroll."
"I will, Jackie."
Think in terms of equal, I tell myself. And I try, I really do. There are issues with that reasoning. What I know to be certain for the majority of fourteen-year-olds could never be Sofia's reality. She is from one of the most destitute states in Mexico, an area lacking in even the most basic educational resources - less so for a child with special needs.
Her mother would have little or no education; her father, absent. Perusing her record I note several absences and a previous referral to the school social worker. The pregnancy for Sofia meant stability. She was, after all, born and bred to be a mother. Formal education was a pastime until she found a husband. The husband was most likely over age eighteen, which meant he was in danger of being charged with statutory rape.
I faced the same dilemma with the solution as obscure now as the first time; they had no idea what they had done, the laws they had broken.
If I went to the home and discussed our legal system, they could probably navigate safely through social service intervention. Sofia would give birth, remaining with her husband and mother while the case eventually faded away.
If I did nothing, the social worker would arrive unannounced, be proudly introduced to the father of Sofia's impending child, who would then be promptly arrested for statutory rape. The mother would be in danger of arrest as well. Sofia would possibly be removed from the home and her child placed in foster care when he or she was born.
Social education, at this point, only enables Sofia to manipulate the system. But, had she and her mother understood the laws of my country, would they be in this situation?
And how do I weigh the potential outcomes? Who among us can say that this fourteen-year-old would not be a suitable mother? Many Hispanic females are caring for younger siblings by age eight or nine. How would incarcerating the father (and possibly the mother) benefit Sofia, who has a marked learning disability and will most likely struggle academically? At what point do we draw the line between law and the future of this infant?
What is in the best interest of Sofia? And how could we possibly know that in trying to salvage one life, we aren't destroying a family?

Again - the church leaders, the wealthy in their country need to help guide and direct and teach those less fortunate. They need to cloth and feed and provide jobs and shelter...they have to make the difference....

The learning disability is not mental retardation. She is what we would have called a "slow learner" in the 80's.
The infant would most likely remain in the system, Sofia - without assistance - would never be able to navigate the legalities to regain custody.
So, yes - there is a very good chance this infant would be safe and nurtured, which makes my decision even more complicated.

I'm not sure how to respond unless it is to agree to disagree. Anything else I state may widen the rift between our mindsets.
I think in terms of humanity - we are all citizens of the human race.
It is preposterous to believe that a 'lil ole law could prevent me from giving my children all I could - If I had to travel to the ends of the earth, I would. Wouldn't you?
It isn't only the problem of church leaders and non-profits. This has to do with mindset. Some of us look at a non-English speaking Mexican and we anger. Our first thought is "Illegal!"
Some of us look at this same group and we have an enlightened view. We have done our homework. We recall the Social Security scare and population warning of the early 90's. We know our government turned a blind eye to illegal immigration to fill the needs required for unprecedented economic growth. We know our neighbors were chosen because when we researched, we saw that the Coast Guard apprehended more Haitian boat people in the 90's than illegal immigrant Mexicans. We know that we have satellites dedicated to nothing more than catching these boats before they can get more than a few hours off the coast.
We KNOW that they are human, largely uneducated, and will gladly clean hotel rooms for 15 years without complaint. We know they feel defeated and useless in their own country. We KNOW they would rather be in a Mexico with a future than illegal in the United States. They don't know how to change their world - they are not empowered. They do know how to walk, hide and swim.

I'm also wondering how easy vs. difficult it is to register children without papers for school. I guess what is asked for depends on the area, but in ours, when I registered my son for middle school last September, you needed a picture ID. This was new, as was the requirement that one of the two proofs of residency be either a rental agreement or a title (while previously two different utility bills were accepted.) But I was really wondering what the parent's picture ID was about. (All of this, by the way, after we had been told a few months before that the registration process for children coming from elementary schools in the district was completely automatic and we wouldn't need to show anything. ..)
This is a "good" district, supposedly.
The school is underenrolled, by the way, and complaining they're not getting enough money because of it.
The danger is when they deny entrance because a parent cannot fulfill the obligation for one reason or another. If the system refuses to enroll the child, it could cost much more than under-enrollment.
Traditionally, illegal immigrants aren't that pushy - especially newcomers. However, just like us - it takes all kinds... I have seen school personnel assume a Hispanic parent cannot communicate in English, then misbehave and then deny entrance. I can tell you that the implications of this type of ignorance will result in every civil rights group in this country demanding rights for illegal immigrants.
Obviously school systems can be unwelcoming without getting caught.
For the record: I'm white and female. The pic can be confusing, I know.

I guess i got saved... i will say though, that for the first time in my life i recently made an illegal friend who i've grown very close to... and i think he appreciates this country so much more than some citizens i know..
He has been here since he was a child, but his mother never claimed him, and his residency expired a few years ago..
lawyers tell him to marry, but i think there must be some other way!
The problem is that so few of us are brave enough to step inside. I'm glad you are one of those people.
Your friend could possibly marry since he was once a legal resident but I doubt it. Adjustments of status are a little different. Also, he may have criminal charges or something else that affects the possibility of adjusting. Currently there is no law that allows an immigrant to adjust status through marriage.
Anita: Federal law states that a child must remain in school until they are 16 years old. If they attempt to leave school before that - they and their parents face legal issues with the court system, social workers are involved, etc. This policy is to insure that EVERY child in the U.S. receives an education.
Currently, in my state they are discussing a "NO DROPOUT" policy. This means any student who attempts to leave school before age 18, will face the same as a child who leaves before age 16.

I agree with Donna. The US and US citizens are not morally or financially responsible for citizens of Mexico. Mexico needs to take care of its own people. There are a lot of people in this world a lot worse off than Mexico's citizens---Sudan, Darfur, etc.
Mexico and Mexico's citizens need to make changes in their own country. A 14-year old pregnant girl in Mexico is very common, and they are not all "slow learners."
Let me give you a few ideas:

3. Illness/ high percentage with communicable disease such as HIV, TB, Malaria, etc

"A Loyola University researcher has found in Louisiana a human case of an insect-spread disease that is rare in the United States but infects as many as 12 million people in Central and South America.
It was found in a woman who lives in a rural part of the New Orleans metropolitan area in a house without air conditioning that offered easy access for the bugs that carry a parasite that causes the disease. It is just the fifth confirmed case of chagas (pronounced SHA-gas) disease spread by an insect bite in the nation. Five other cases have been blamed on infected organ transplants or blood infusions.
However, because it is so endemic south of the border with Mexico and there are so many immigrants from Central and South America now in the United States, the nation's blood supply will soon be screened for the disease, Dorn said.
Dorn said she recently read where 100,000 to 650,000 people in the United States, mostly natives of Central and South America, are believed to be infected with chagas."

Fortunately, the MAJORITY of LEGAL US citizens have very different opinions in regard to the illegal invader issues. Now that Tancredo has joined the presidential race, legal US citizens are going to be made aware of all illegal invader issues, as he will be exposing them through main stream media. Hazleton's mayor speaks out on his controversial ordinance

"Hazleton Mayor Lou Barletta's highly publicized campaign to enforce laws cracking down on the city's influx of illegal immigrants has ruffled more than a few feathers across the nation.
The public uproar over his proposed ordinance continues to astonish Barletta.
Under the proposed Hazleton act, landlords would face $1,000 fines for each illegal immigrant found renting their properties. Employers who give jobs to immigrants would be denied permits.
Since Barletta presented his ordinance last July, more than 100 municipalities in 27 states have considered enforcing similar illegal immigration laws that punish landlords and employers.
Some in attendance on Saturday were local officials from other states that are trying to enforce laws to help curb illegal immigration. I've basically echoed what he (Barletta) says when he asks 'what part of illegal don't you understand'," said Ted Hochstein, a member of the Herndon, Va., planning commission. We're dealing with a lot of issues that Hazleton's dealing with."
Herndon council members recently voted to require contractors to certify that their employees are in the country legally, Hochstein said. "I appreciate his (Barletta) willingness to take a stand like he has on an issue that's so important to this country. He's doing his job not only for Hazleton, but for the rest of us," Chambersburg resident John Pace said.
Barletta reiterated Saturday that he and other Hazleton officials will not be intimidated by state or federal judges.
"Illegal is illegal. There's no race in illegal," Barletta said. "A lot of people probably assumed that our little town would back down and roll over. Well, some things are worth fighting for, and we will never back down."

Four hundred and forty police officers are being seconded to help tackle illegal immigration in the UK.
"The plans will allow Britons involved in people-smuggling to be arrested, firms to face larger fines, and the public encouraged to report suspects.
Under the plans, members of the public will - for the first time - be able to report illegal workers and illegal immigrants using the free Crimestoppers telephone line from 1 January.
The government has already said it was doubling the budget for deportations to nearly £300m, and a bill tackling deportations was included in last week's Queen's Speech.
And ministers intend to create 650 extra detention spaces for illegal immigrants by the end of 2007.

"Earlier this week the IND's director of enforcement and removals, Dave Roberts, caused a row after conceding he did not have the "faintest idea" how many illegal immigrants were in Britain.
Later this year new laws will come into force making companies liable for fines of up £2,000 per employee given work when the employer knew it was against the law.
Mr Roberts told MPs: "We are making huge efforts to remove them but not at the basis of tracing individuals."

"JURIST] The British Home Office [official website] is considering enacting rules that would dismiss company directors and seize assets of firms caught employing illegal immigrants, the Sunday Times has reported. Under the new rules, employers could even be punished if contractors or sub-contractors were employing illegal immigrants. A proposal by Home Secretary John Reid [official profile] is said to include a "two strikes and you're out" policy, which allows for the dismissal of board directors if their company violates the law two or more times. Earlier this month, the UK government rejected a potential amnesty program [JURIST report] for illegal immigrants presently in the country. The current proposal is designed to help limit the number of illegal immigrants in the UK, currently estimated at 570,000. The Scotsman has more.
In the United States, separate immigration reform bills [JURIST news archive] passed by the House and Senate but as yet unreconciled similarly provide for increased fines for hiring illegal immigrants [JURIST report], already nominally sanctioned under the Immigration Reform and Control Act of 1986."

"CACHAN, France -- For dozens of illegal immigrant families, a gymnasium outside Paris has become a temporary home. They sleep shoulder-to-shoulder, their dingy mattresses piled high with necessities and small treasures: cooking pans, diapers, stuffed animals.
The families, mostly Africans, were evicted from France's largest squat on Aug. 17. Riot police stormed the building _ an abandoned dormitory at a prestigious university _ and forced out more than 500 people. Nearly 30 illegal immigrants were put in detention centers. About 200 went to the cramped, dank gymnasium.
The mass eviction has become a symbol of France's tougher new immigration policy, stoking the debate about how far the government can go to send a sign that illegals are not welcome.
Interior Minister Nicolas Sarkozy, the center-right's likeliest contender in spring presidential elections, argues that France must select its immigrants more carefully, and he has vowed to send home at least 25,000 illegals this year, up from about 20,000 in 2005.

"France has stepped up deportation of illegal immigrants after last fall's riots outside Paris and has already expelled over 12,000 people, a report said.
The New York Times said Sunday that French authorities are halfway to their goal of deporting 25,000 of the country's estimated more than 200,000 illegal immigrants, and have only been slowed by the approaching school year."
