President George W. Bush signed a bill today authorizing 700 miles of new fencing along the U.S.-Mexico Border.
"Unfortunately the United States has not been in complete control of its borders for decades and therefore illegal immigration has been on the rise," Bush said at a signing ceremony.
"We have a responsibility to enforce our laws," he said. "We have a responsibility to secure our borders. We take this responsibility serious."
He called this "an important step in our nation's efforts to secure our borders."The bill offers no money for the fence project covering one-third of the 2,100-mile border. $1.2 Million was appropriated in a homeland security bill earlier this month. How is the rest to be funded and the total cost is not known.

Yes, water access will be an issue, but a minor one, IMHO. Remember, the ranchers are up in arms about the damage to their property and danger. If say a 4" water line could be placed across the fence line every so often for water access, that would solve the cattle getting access.
There is also the problem of migritory animals, which is a little more complex, because animals do not recognise borders, but that could be handled too.
As for the ranchers land, Immenent Domain applies, but also many of them would probably DONATE land, for the security aspects.
