A number of years ago the federal government of the United States of America passed laws for handicapped and disabled persons to have "assigned" parking spaces. The law states it is a crime punishable by fines and court costs if someone parks in one of these spaces and they are not legally declared physically handicapped.
Why is it so many law enforcement officers refuse to give tickets for this offense? Yes, I understand it is not murder, murder costs the city, parish, state and the taxpayers to prosecute the persons accused of this crime. If the law enforcement officers would simply give the offenders of this law a ticket and have them prosecuted in court for it, all of the above benefit from it except the offender. A fine is assessed and when paid, it pays for the officers time to write the ticket, the courts time to prosecute or hear the plea.
The windfall income could in fact be used to pay for raises for the law enforcement officers. I don't know what your law people get paid but I can assure you none of them are paid enough to risk their life everyday. The extra income from these offenses would help a little bit anyway.
If I have one more law enforcement officer tell me they will warn someone and make them move, but not give them a ticket I swear I will need to be bailed out of jail. Actually no, I will sit in jail and cost the powers to be money just to house me. Perhaps then they will give more tickets to these people who are committing a crime. IT IS A CRIME.
It is time that this gets addressed by all the law enforcement entities in this country. There is no one in this country who does not understand that those parking spaces are for the handicapped and disabled.
Oh, and stupidity is not a legal, park in the space handicap. Get an education.

I really think it depends on where youl ive. As when I lived up north in a smaller city. The police would ticket people who parked in these spots that weren't handicap or had stickers. I could easily apply to get one of those stickers because of my leg. But I don't. But than again, I don't park in those spots either.
There is only 1 handicapped space in that lot. So I get irritated. And she definitely does not have a pass I know who she is so there is no excuse. If I can park and walk an extra 10-20 feet so can she. She is probably more physically fit than I am!
I encountered a guy who had someone else's handicap placard wiggle his butt at me when I honked to let him know I knew he wasn't handicapped. I parked behind him, called the police on my cell phone and when the guy came out and wanted me to move to let him out I told him my car had stalled and my hubby was on his way to help. He got all pissy about it and offered to push me. I told him oh no Hubby says don't let anyone touch it it would only take him a minute to get here.
The guy was cussing me out and jumping round when the police arrived and asked what the problem was, I explained that this man who was doing everything but an Irish Jig had taken the handicapped spot, the officer stated well he has a placard, I asked the officer to check the ID that is issued with the placards. Lo and behold he not only didn't have one but it was one reported stolen to boot.
The man was arrested, his car impounded, found with marijuana in his pocket, alcohol on his breath and he took a swing at the cop and to make matters worse when he went to court his Judge was in a wheelchair. Talk about karma.
My granny has one, and it really ticks me off when we are trying to find a spot for her and someone is them that shouldn't be. We had pulled into target one night and we had our placard in the window and this woman took the last handicapped spot. She watched us because I'm sure she could tell we were griping about it. We thought about going in to the officer that is usually in Target, but decided against it.
What gets me lately are the handicapped people who also park illegally. I have started taking my digital camera with me everywhere I go and taking their pictures of the cars parked illegally.
