There are some ways I found to prevent having bumps and having smoother skin, while shaving and after. It might not be for everyone, but do know it works for me.
Razors
I always shave with two blades not three or four. Tried switching before and always ended with bumps and rough legs. So from then on, I always stuck with two bladed razors with a moisture strip. If you use disposable make sure you clean it good after use. Be sure no build up of hair, soap, or shaving cream is on the blade. These would cause the razor to rust faster, and throw it away after two uses.
Soaps and Shaving Creams
Personally, I use dove soap but occasionally use cream. When it comes to soap, try to use the one with moisturizer and no fragrance. Shaving cream I use for sensitive skin, even if you do not have sensitive skin it is still best to use. After shaving an area make sure you lavender it again, especially if you shave the same spot twice. Never shave dry or exposed skin.
Lotions
After you are done with your shower or bath keep the steam in the bathroom. This way when you put your lotion on, it goes on smoothly and even. When choosing a lotion, first make sure you have the right one without fragrance or irritating ingredients. Look for some that are for after shaving. Afterwards when you are done out of the bathroom then put on firming, fragrance, and all others on.
Underarms
Shave downward then upward. This way it is less irritating and not pulling on the hair.
Legs
Same thing as your underarms go downwards then upwards. Admittedly, not all the time I do this with my legs, mostly when I am in the bath it is a lot easier to handle.
Bikini Line
Start from your thigh then inward doing it in an angle, from top to bottom. Then downward and upward shave. Also, if you do not shave this area consider using eclectic grooming trimmers (Also great use for men in that region). If you have overly sensitive skin, or constantly getting bumps in this area try using sensitive baby products.
Other useful Tips
If you are not in a rush, take a warm bath. This way you can get an even shave, and you see more clearly on what you are doing. In addition, helps you relax and enjoy your shave.
When shaving, I use gentle strokes, never rough or hard. This way there is no cuts or nicks all over.
