Well Cheney was in on the discussions with the White house on the issue of replacing Rumsfeld, didn't agree and was told to go on a hunting trip which he did.

At this time there are no Neo-Cons with the 'New' Bush team.

This will be a third phase for the war in Iraq and Afghanistan which will start soon.

The decision to do this apparently was completed last Sunday by Bush alone, just before the election.
