Uranus 90° Pluto 2007-2020
Quickly, the convention (and it makes sense with regard to interpretation) is that Uranus will form a waxing square (first quarter) with Pluto. The time frame is May 2007 through March 2020, nearly 13 years of effect, actual or symbolic, as you would have it.
Uranus is often connected with revolution and social movements. An astrologer has nicely linked the planet with Prometheus, thief of fire. To me, that is not a huge leap. Stealing from the gods is revolutionary and bringing it to earth for people to use is social.
Pluto is about the center of being in that it may be linked with that which is so deep it is not seen, yet that has an influence that is inevitable. The inevitability of what becomes of the cricket in the path of one of those giant rollers you see used on freshly lain roadways. There is no resisting, so Pluto is the rise and fall of civilizations in terms of their inner being. If there is a collective unconscious that is where Pluto stirs up things like war. Personally or collectively there are things beyond control, so Pluto is about birth and death.
So this aspect is a challenge from the revolutionary to the controller of deep, inevitable powers. It is possible that they, Uranus and Pluto, come to accord. Chaos is not an inevitable result of the challenge (opening square, the challenge to establish something new and to commit to it).
Our astrologer buddies in Babylon knew of a queen who went to visit Pluto. They called her Inanna and Pluto her sister, Ereshkigal. Inanna is stripped bare of all her trappings of power and hung naked from a meat hook. To make a long (very wonderful) story short, with just a little bit of help she returns wiser and more powerful to her kingdom. We might think of this challenge to Pluto by Uranus is somewhat reflected in that story where Uranus is Inanna and Pluto is Ereshkigal. Inanna must pass through seven gates to get to her sister and at each gate must give up something like headdress, ring, breastplate, queen stuff, until she arrives naked in front of her sister. The square repeats seven times. But that's just a coincidence. Or is it? All of the squares have Uranus in Aries, the individual, the warrior, revolution; and Pluto in Capricorn, the established order of things, governments, business, etc.
Unfortunately, I have to stop here. I thought to make a quick reply and can see now that I can't do that and do justice to what I think of this very big planetary development. I thought to give a few minutes but it could easily eat the entire afternoon and I have people astrology I need to work on. I will write more on this.

Back when I was a baby astrologer in the 1960s I got the idea that Pluto was only a concern of the masses, not so important in an individual chart. Goodness was that off. Pluto IS a planet of major concern in planetary development but it can be like Chernobyl in an individual chart especially when it is connected in some way with the personal parts of the chart. Pluto in the First fits that bill.
What really gets Pluto going for an individual is when it makes exact hits by progression, direction, or (especially) by transit. Forget about "orbs" with Pluto in motion though. You will usually find that Pluto makes exact hits by transit 3 or 5 times. If you focus on that period plus a few months on either side of the first and last exact hits you get the hot zone for the Pluto aspect.
Forget about orbs of five or ten or even one degree applying-separating since the resulting time period becomes so large as to be unusable for understanding. Not that the effect isn't there but so are so many others that the focus becomes clouded and distorted. For clear and undistorted focus on the period (18 months to 2 years) of exact hits.
Pluto is usually affiliated with the Sign Scorpio but remains a heavyweight wherever it is.
Pluto physically is the smallest and least substantial of the "major" solar system planets that astrologers work with. Mercury is about 25 times larger, Ceres (largest asteroid) is about 10 times larger.
Pluto's orbit is tilted about 17 degrees to the plane described by the orbits of the other planets.
The shape of Pluto's elliptical orbit brought Pluto closer than Neptune from 1979 to 1999.
Pluto is a double planet in that its "moon", Charon, is half the size of Pluto proper. They spin together, "face to face". The same side of Pluto faces the same side of Charon.
Pluto transited the Sign Sagittarius from 1995-2008 and will spend about 16 years in Capricorn from 2008-2024.
Small, yes. Way, way out there, yes. Of major astrological importance, yes.
