The Frugal Fish contest has concluded, and the grand-prize winner has been announced! In our Frugal Fish contest, Food & Water Watch challenged creative cooks to come up with a healthy, sustainable seafood meal for four people, using fish we recommend in our Smart Seafood Guide, for under $25.
