It is instructive, this Question- and so is the answer. Mark Meadows is a Tea Party Congressman from North Carolina who has been in office for less than a year. The North Carolina State Legislature Gerrymandered the districts in order to create a district with a strong conservative bent. uh oh. The Tea Party stood up and took notice- and Mark Meadows, their operative in Washington, is the result.
Like Ted Cruz in the Senate, Mark Meadows was not one to hide his obstinacy under a bushel. nope, it's out there for everyone to see. Meadows wrote a letter to his fellow conservatives talking up the idea of a government shut down, and here we are.
It is worth noting that this is yet another example of the pernicious results of partisan redistributing. In the South, it tends to look like this: the Republicans sit down and pic one Democrat to give a safe seat to. If he is black, so much the better! The Republicans can then claim that they are standing up for black voters by giving them one seat. Then they carve up the districts to give him every Dem they can find. After that, they have some pretty safe Conservative seats, and maybe a couple of crazy conservative seats.
Mark Meadows is the guy who got the super-safe super-conservative seat.
