A cunning ploy for Ratzinger to retain papal authority behind the scenes and have a newly elected puppet (fall guy) should that become necessary. Aside from having a younger representative to handle the day to day responsibilities of the office.

I don't agree, although I have been raised a Protestant. I think Ratzinger has done all he felt he was able to do for his church as Pope. I doubt he feels he can have a political role. The reformers he brought to the Vatican were removed by the powerful Vatican establishment. He did however choose as the council of five who vet papal candidates foreign non- Caucasian Cardinals.
