It is positioned to take advantage of basic Republican fears on Obama-that he is a socialist who wants to hand out money for nothing. It flows right into the Reagan era "welfare queen" concepts that still resonate with Republican voters.
In reallity. The Obama administration was responding to waiver requests from two REPUBLICAN state governments- Utah and Nevada- in crafting the new waivers. The waivers do NOT change the fact that the welfare to work laws still have time limits on them.
