Israel has threatened to attack Iran.  Iran has never threatened to attack any nation.
Iran since 1989 has sought to establish normal diplomatic relations and trade with the US on many occasions. Iran offered the US in 2003, without preconditions, to limit support for its allies in its region and to recognize Israel in return for discussions aiming to guarantee of its security and establishing normal relations. The US wouldn't reply.
 The nuclear issue was manufactured by the US as a means to achieve regime change. Iran has declared it will not develop nuclear weapons for ethical and religious reasons.
The US supported terrorism against Iran since the establishment of the Islamic Republic in 1979, both in Iran and in other nations un the region, as Lebanon, seeking to overthrow its government. Some 30,000 Iranians have been killed in Iran by groups supported by the US; the US attacked Iran with its military during the 8 year Iraq-Iran war as well as supplying arms ,chemical and biological weapons to Iraq. Under Bush , Congress funded support for terrorism against Iran and this is ongoing under Obama.Â

When in 2003 they offer to have talks without "preconditons" the USA responded, via Switzerland, that they would agree "if Iran stops the nuclear research". It was a precondition per se.
Romney is adding fuel to the fire in order to keep on the same track than America presently: if nuclear weapons keep spreading, the whole disarmament , which is presently going on with Russia, may be annihilated; however, IMO, the nuclear file hides the real goal: practically Iran is the only nation holding known LIGHT OIL reserves and this goes against Russia and China politics as they want to be sure to have access to it. On top of it, Iran is to Russia what Mexico is to America.
Romney wants to keep on with the GWB policy. Nothing new. But it is scaring for all the other Nations.

There was no response by the US to Iran's proposal, via Switzerland or directly to Iran. The US ignored it. The Iranian proposal spoke openly of dealing with any questions on its nuclear development. The US talk of "preconditions" about nuclear development had no relation to this.

Iran's policy since 1989 has been to seek development of its economy and not expand beyond its borders. It is a pragmatic and rational policy. The corrupt theocratic clique to hold on to its power has to deal with powerful secular factions of the society, as the bazaar and the many pro-Western, educated young and intellectuals. Iran has not attempted to stir up Shia minorities or support them in the Gulf. Syria and Hizbollah in Lebanon represent a secondary line of self-defense ho Iran from Israel's threat and regional expansionism.
The US wants Iran's oil and to keep Iran from development and has tried to overthrow its regime since 1979. Its opposition to Iran's nuclear development and sanctions are a subterfuge to limit Iran. There are many nations with nuclear reactors and even those with old reactors as in Eastern Europe could develop nuclear weapons. Iran doesn't want to have nuclear weapons, not only for ethical and religious reasons, but for rational and strategic ones as well. North Korea is a different story.
