Morrisville neighbors say they made a hotline call to report possible neglect before 4-year-old boy's throat was cut

...A four-year-old boy is fighting for his life inside a Springfield hospital. Detectives say his mother tried to cut his throat. Doninita Mitaru is charged with first degree assault and armed criminal action.
