El Paso Hot Chocolate

1 1/4 c Cocoa powder
1 ea Cinnamon 3" stick
4 tb Unbleached flour
3 tb Powdered Sugar
1 tb Honey
1/2 c Dark Brown sugar packed
3 ts Vanilla
8 c Milk
Whipped Cream as required
5 ea Cloves whole
8 ea Cinnamon 3" sticks
Mix cocoa & flour in 2-qt saucepan.
Stir in brown sugar, milk, cloves & 1 cinnamon stick.
Heat just to boiling over med-heat, while stirring constantly.
Reduce heat then simmer uncovered for 5 mins.
DO NOT boil!
Remove from heat then remove cloves & cinnamon.
Stir in powdered sugar, honey & vanilla.
Beat with a wire whisk until foamy.
Pour into mugs & serve with whipped cream & cinnamon sticks.
