As this episode of "Boardwalk Empire" opens, the pier is a busy place in Hoboken, New Jersey, as Irish whiskey is unloaded under the guise of Irish oats. The black workers are marching on picket lines on the boardwalk in Atlantic City as Owen arrives to bring the whiskey to the manager who awaits the end of the strike. After a hearty taste of the goods, he orders 400 cases from Owen, who is acting as Nucky's associate.
Nucky, Margaret and Teddy arrive at the hospital to visit Emily. The doctor tells Margaret that only time will tell if she will regain the ability to walk. Teddy is visibly jealous of his sister's attention as she is given a beautiful doll by her parents.
As Jimmy is in a warehouse with Torrio's men attempting to unload their shipment of whiskey, one of Torrio's men shows Jimmy a white powder in an envelope that is heroin. He tells Jimmy how it can be used and is much easier to carry than whiskey. As Jimmy pooh-poohs the concept, they laugh at his attempt and continue to worry about the liquor being unloaded.
Margaret is with Teddy as he says his prayers and then he tells Margaret that he cannot move his legs. She is petrified at first, then sees that he is just joking, and she slaps him across the face. Nucky is traveling to New York tomorrow and takes him to give Margaret a day to rest. Nucky is meeting with a new lawyer after firing his current attorney.
After Jimmy, the Commodore, Leander and Eli meet with the councilmen to discuss the striking black workers, they decide to put the strike to a halt; their way. Strike breakers with baseball bats attempt to end the strike with violence and they break the jaw of deputy Halloran. Eli comes to visit him and offers no sympathy, so Halloran takes matters into his own hands.
Jimmy's shortcomings as far as leadership of the "Boardwalk Empire" are starting to show through. He has a problem with his fellow mobsters and does not seem to have a handle on Atlantic City either.
Mickey Doyle goes to visit Manny Horvitz with whiskey to settle Jimmy's $5,000 debt. Manny wants no part of Mickey and only wants revenge on Jimmy Darmody and strong arms Mickey until he gets his information on Jimmy's whereabouts.
After testimony from Van Alden, Attorney General Randolph has Eli arrested for conspiracy in the murder of Hans Schroder. She will listen to him for any testimony he will give about Nucky, but he denies everything. She mentions that Deputy Halloran has given her a lot of information about the case.
Emily's prognosis is not good as Margaret and Nucky listen to the doctor. Earlier she gave a large amount of money and jewelry to her priest who offered her absolution for her contrition.
At Jimmy's home, Angela is asleep and someone is in the shower as Manny Horvitz enters and awakens Angela and covers her mouth, as the person comes out of the shower, Manny shoots the person whom he expected to be Jimmy, but it was Angela's female writer friend whom he shot dead. Then Angela started begging for her life and offering him money, but he shot her too and kept shooting until he ran out of bullets after encountering the two Lesbians.
