No one ever said that China in not good at planning.
As the Indus River in most years never gets into the sea as it is mostly used up in the thousands of miles of aqueducts for farming in Pakistan. India has big plans to pipe more water around the country and to build more aqueducts for farming. Bangladesh is just bitching about the plans that India has for the water that currently goes into Bangladesh being stopped a bit for India to use more while the river goes through India.
However, most of that water comes through Tibet. China never annexed Tibet for the people that live there or even for the land, but for the water. Oh! That’s just my opinion, and I’m sure that many others never thought that was why.

Unfortunately, Tibet is likely to be a short-term water asset -- the high mountain glaciers are disappearing more quickly than expected.
Water may be the most precious commodity of the 21st century.
Fight on for the water resources, I guess will be their best bet.
Oh, by the way India for the first time will pay some married couples to not have any kids.
