It is the Congress that sets the Revenue for the USA Government with the taxes and the fees.
It is the Congress that sets the spending of the USA Government with the budget.
Therefore when those in congress blame other organizations like the Fed for the spending problems it’s ludicrous.

It is really fun to watch the Republicans already backtracking on spending cuts. The way they are twisting around themselves to try and weasel their way out of the promises they made would make a yoga teacher proud.
The fiction is that Republicans always talk about cutting spending but never do and they never will because they know full well that as soon as they start swinging the axe there are voters, including Conservative Republicans, who will get mad about their favorite government program being slashed and will vote for someone else the next time.
Of course they told us from 2000 to 2006 that Deficits Don't Matter and only had a problem with Deficits once they were out of power - but now that they are back in power I suspect that in short order Deficits - once again - won't really matter to them.
That's called deflation and is the opposite of inflation.
That is also what happened in 2007 thus breaking the back of the housing market and in 2008 the primary cause of the failure of the investment banks that went under.
