The terrorists win if the other side bends to the wishes of the terrorists, and as Ted Koppel points out, that is what the U.S. has done over the past 9 years. Thus the terrorist have been much more successful than they could have hoped to be.

We have done just what the terrorists hoped and we have continued to do it. That's why no further attacks were necessary.

That is a big future problem. Note that this administration has given up few is any of the powers that the Bush administration absconded with. (I know, don't end a sentence with a preposition -- except when you do.)
