Have you seen the show 'Hoarders' on A&E? I'm going to go out on a limb and say that my neighber is a hoarder. Her garage and shop are filled top to bottom and front to back with boxes and bags. You can see this when she has the doors open, while she stuffs even more inside.
She leaves her front door open on a regular basis so her 4 small dogs can go in and out as they wish. All hours of the day and night. From what you can see as you pass by, her house is the same way!
How can people live like this? This is what our neighbors driveway looks like. Those boxes full of trash have been piled up for over a month now. A couple night ago we had a wind storm and it made the trashy mess even worse.
Notice the piles in the back by the garage and shop too. It's EVERYWHERE! Up the road, down the road, on our property as well as the other neighbor closer to her. This isn't the first time her place has been trashed like this either. It's a normal occurance at her house. It's just gross!
Several boxes and newspapers had blown into our driveway. I was so irritated! So, I picked them up and threw them right back in the middle of her driveway! I've seriously tempted to call someone and complain. The police or the health department. I'm sick of looking at it and cleaning up the crap that blows into our yard!

She pays for the service, she has one trash can. I imagine they would haul it away if it were in the trash can and not all over her driveway.
I would think the county could do something about it.
I agree with Adelaide. One way to think about it is you may be doing the woman some good that her own family doesn't have the backbone to do. People that are hoarders aren't horrible people. They have a mental disorder. Just like any mental disorder, they deserve help!
Did you see the news story, I think a couple of years ago, about the man that died in his home due to his hoarding problem?
The man's home was so filled that there were literally tunnels that he created to get through his home. One day one his tunnels collapsed on him and he died. It was horrifying to read about. They had pictures online showing just a small amount of the stuff that was hauled out of his home as people tried to get to his body.
I did hear about that man as well as a couple other's! Terrible!
If she wants to keep all that junk, it's fine with me. But when she spreads it all over the yard and everywhere, it's gone too far. She's not only messing up her property but others as well!
You don't have to live with this nuisance. Report it.

Go to her house, knock on the door, and ask if she needs help. Sometimes, all a person needs is for someone to care. Maybe, she's overwhelmed. And, can use a person to help her clean and keep her place clean.
Sometimes, in life, you can get so defeated that you just don't have the strength to do even the mundane things, such clean. Or maybe you stop caring.
Either way, I would try to reach out.
Perhaps you should be grateful if there is no horrible stench coming from the property.
