As far back as Bush, and Possibly Clinton.
Obama's Administration had the chance to catch this, and they didn't instead they gave them a safety award, and then this.....
Secondly I don't think that we should be drilling where a person can not dive down to evaluate, whether in a sub, or physically, a situation in a disaster.

I think that everyone that is drilling offshore for oil should have an emergency disaster plan put into place before they are allowed to drill.

Laurence, you're misinformed. Even if the electricity came from coal-fired power plants, driving electric cars is still cleaner. Of course, we have to phase out coal as well, and the combination of renewables and electric cars can provide clean and cost-competitive power around the clock.

The MORATORIUM on drilling was 1 good response, and should not have been attacked. But who can make the insane ~ SANE?
And, definitely, the drilling should not have even began. There are better energy sources that have been known for a very long time -- but for GREED, this would not have happened.
