I read this, this morning and it seriously disturbed me. Indianapolis has a problem with graffiti. It does, I live here, and I have seen it. One of their proposals to clean it up is fine the private property owners if they don't clean it off within 30 days. Now how is this just? They didn't put it there? Now they have to expend their time and energy to clean it off or face consequences. Where are the consequences for those putting the graffiti there in the first place? This isn't just! They claim they are doing everything they can to catch these individuals by having retailers who sale the paraphernalia to post signs of the consequences for getting caught, and have pictures of the tags on the most wanted list but what does that do. These people know what they are doing before they even do it. I personally think they should put the stuff behind the counter like they do the over the counter meds that they use to make meth with, and make them supply a drivers license to purchase it. Monitor how much they are buying and then you will find out who is responsible. An office stated he kept a kit of paint to clean it off himself when he was out patrolling; stating the quicker you cleaned it off the less they would return. Uh no they go back because they are mad you covered it. If I was a property owner I would be incensed!
