A static telephone linehas a direct relationship between a telephone number and a physical location. A phone number represents a pair of wires that links a location to the telephone company's exchange. Once a line is linked, the phone company stores the home address that relates to the wires, and this relationship will rarely change. When an emergency call is called from that number, then the physical location is known.
