The best halloween costumes for couples, in my opinion, are those that reference great pop culture happenings of the past year. Below are my ideas but please add a comment with any other ideas you have.
The Heene's (Balloon Boy's Parents): You can actually buy a Balloon Boy costume online and it is hysterical. I would have the dad carry the balloon and the mom carry the box. Both of you should dress up as "storm chasers" I'm thinking raincoats etc. You could also add handcuffs to the mix and reference the impending charges against the duo.
Jon & Kate Gosselin: Without a doubt one of the most famous couples in the world right now. You just need the man to douche it up with Ed Hardy shirt, wrap around shades, baggy jeans and the woman should wear a tight jean skirt and sleeveless shirt to show off those mom guns. You can buy a Kate Gosselin wig or try your luck on getting Kate's hairdo right yourself.
Sarah and Todd Palin: No doubt we will see a bunch of Palin's running around this Halloween but there is alot you can do with this costume. The woman needs brown hair in a puffy updo or wig, naughty librarian glasses, and a power suit with American flag pin. The guy needs a snowsuit. Props could inlcude: fake guns, wolf stuffed animals, baby doll
Another Palin idea: Bristol Palin and Levi Johnston: This one could be fun. Girl needs to look like cute girl next door with preggers belly or baby doll prop. Guy should look like scrufft hocky player in hunting gear.
Lindsay Lohan and Sam Ronson: The guy can play Sam Ronson who wears baggy jeans and tee shirts and could wear headphones as a prop (she's a DJ). The girl needs to wear leggings, heels, long red/or/blond hair and carry a drained bottle of booze (she's a trainwreck).
