It appears that Senators John Kerry and Barbara Boxer will finally introduce climate change legislation on Wednesday, September 30th. Boxer is planning hearings in her Environment & Public Works Committee during the week of Oct. 5 with a markup the following week.
According to a New York Times article, the two Senators hope the bill "will be the vehicle for broader Senate negotiations and an eventual conference with the House, "acknowledging that this is "just a 'starting point' in a bid to win over moderate and conservative Democrats, as well as Republicans."
This is the beginning of what will eventually be a climate change bill coming from the Senate, which then will go to conference with the bill passed earlier this year by the House and on to President Obama for signature. The timing of the final law being in place remains pretty uncertain at this point, but while possible, it's likely it won't be ready before the global climate change meeting in Copenhagen in December. But progress is being made.

Then for each provision of the bill that has not yet been introduced, provide the contrary evidence that has been either dismissed or vilified or both.

Then explain why this bill, which has not even yet been introduced, and which has been offered as a starting point for discussions, cannot be modified by the addition of good ideas from both parties and the deletion of bad ideas or ideas that are unworkable? Explain why the minority party would rather stand on street corners jumping up and down like crazy people bemoaning all the talking points you just floated without making any effort to offer any serious input to the process. Explain why they have been maneuvering since November 5th of 2008 to best position themselves for November of 2010 rather than participate in the governing of this country. And save the bumper stickers. Let's be honest for a change. Why are you and the minority party lining up against a bill that hasn't even been introduced yet rather than trying to help develop the best and most sustainable policy option?

Let's consider a hypothetical situation: Both houses of congress are working on health care legislation when Mars invades and a huge earthquake causes large portions of the west coast to go under water. I guess the one thing at a time approach means that the legislators should finish the health care bill before worrying about the invasion and the natural disaster. It also raises the question of priority: which problem should the legislature tackle next?
I repeat, we have 100 Senators and 435 Representatives and thousands of Congressional staff and tens of thousands of Executive branch staff in the various agencies.

I think we'd be a lot better off if we could accept the fact that it's getting warmer and it's a threat to our future. Regardless of the causes, it seems like common sense that we make reasonable efforts to mitigate the effects of climate change. I think coastal flooding and serious agricultural problems like not being able to grow the stuff we're growing now in the places where we grow it are probably worse than businesses having to incur additional costs. Maybe not. :)
And in the end nothing gets done.

It's time. This bill as introduced will definitely not be perfect. It WILL need adjustment before it comes out of the Senate. And WE MUST work to get rid of the crap and put in the good ideas that are missing.

Obviously these are proposed laws, so even though they are supposed to be written in plain language they can get hard to follow. So when you look on the web for summaries and discussion, make sure you avoid the ultrabiased sources (they can be pretty obvious) and get different viewpoints.
That said, we all have our own day to day busy lives, which is why we elect people to represent us in Congress. So what we should all do is make sure we educate ourselves enough to know what the issues are, and then encourage our elected officials to be honest in their discussions and deliberations. If someone says there are death panels, for example, make them tell you exactly where the language is that they have interpreted that way. Almost always it will be easy to see that they are intentionally twisting the provisions to fit some bizarre distortion. If it sounds unbelievable, it's because it almost certainly is unbelievable.

Bad land management and a dramatic overexpansion of agricultural practices helped take a bad drought and turn it into a disaster that impacted every American. People thought that we couldn't possibly impact the vast Earth. They were wrong, despite scientists telling them otherwise.

Sure, run the old global cooling canard up the flagpole. Despite the fact that the idea was only supported by a few studies and as science continued to investigate those few claims it quickly became clear that it was in error. That's what science does. It takes every valid study into consideration and then repeats and tests to see if it holds water. When it doesn't it is discarded. Which is why when a scientific consensus does get reached it is based on thousands of studies and years of analysis and discussion, thus showing that the final conclusion is robust.

James Hansen testified to Congress in 1988 about global warming and that we needed to start doing something about it. He based his testimony on decades of work at that point, and the decades of work since that time has only reinforced the understanding of what was going on then. And if we continue to deny the science, the testimony in 10 years could very well be that its too late.

No, researchers who are associated with free market think tanks claim that a plateauing of temperatures is "cooling" (it isn't) and then immediately forget that natural variability could be at play and feedback loops from melting glacial and ice cap ice, along with continued growth of pollutant-spewing industry in China and India, are creating antagonistic effects that actually could be masking the global warming impact. That and the fact that other measurements indicate that warming is actually speeding up. As for the nomenclature, climate change merely is more descriptive of the more complex processes that include variable impacts in different parts of the world and atmosphere.

It is the current minority party that has expanded the government more than the current majority party. We are not allowed to see the entire bill being proposed. All we get is little snips here and there that really tell us nothing. These little snips are what cause all the conspiracy theories going around. I really do not believe their is anyone in the house or senate that can tell us what is in the bill entirely. This is not right but it has been going on for so long that it has become standard practice for our congressional representatives to vote based on the part of the bill they are interested in and just ignore the rest.
I agree with David that our congress should be working more than one piece of legislation and they should be in the halls of congress to do it. When I find out that one of my senators is sleeping the day away in his New York penthouse and the other one in the state stumping with big business when important debate is going on I do not call this any kind of representation at all.
Cleaning up the environment and going green is tied pretty close to health care because it will eliminate the air born pollutants that are hazardous to everyone's health.
Its easy to understand why people do not trust our law makers after all that has happened and the way they take up with big business but we have to start with something and the people that complain the most are the one that keep electing the same politicians over and over they say can't be trusted.

Finally, I think we all need to be a lot more aware. Many people don't even know who their Senators are, never mind the Representative for their district. That's not right. We all have a responsibility in the governing of this country, and it's time we start becoming informed enough to reward hard work and honesty in the people we elect to represent us, and not reward pandering to us. With support for the House version so narrow, it'll be something to see what the Senate can come up with that has much of a chance. Opposition is bi-partisan and pretty thick.
