I think you've probably 'heard' it before ... but here goes:

Unless the loopholes get closed, illegals may indeed have access whether it's set out specifically in so many words or not:

"The House bill creates an "exchange" and "all individuals," which would include illegal aliens, are eligible to participate in the exchange.

Anyone who participates in the exchange, and does not otherwise have health insurance, can either enroll in the public option plan created by the House bill or enroll in a private insurance plan. Accordingly, the first loophole that provides illegal aliens with health insurance is the ability for illegal aliens to freely enroll in the taxpayer-subsidized public option.

According to CRS, "H.R. 3200 does not contain any restrictions on non-citizens — whether legally or illegally present, or in the United States temporarily or permanently — from participating in the Exchange." (CRS Report). Accordingly, illegal aliens can enroll in the public option, courtesy of the American taxpayers, to meet their health insurance needs. (See CNN.com, August 2009).

The second major loophole is the failure to require any meaningful verification procedure for taxpayer-subsidized insurance credits. Under the House bill, individuals who buy private insurance through the Exchange may receive an affordability credit to offset the cost of insurance. This credit is ostensibly limited to individuals lawfully present in the U.S., but CRS (like FAIR) notes the complete absence of any provision in the House bill that requires verification of eligibility for the affordability credits. Without such a mechanism, there is nothing in the bill that will prevent illegal aliens from receiving this taxpayer subsidy to buy private health insurance. . ."

Then logically ... if Obama had not actually intended for illegals to be covered (until it brought too much heat and light to the bill) he would not have been using the inflated 46-47 million number to describe those who needed to be covered. That number included illegals.

But then there's also the pesky amendments Dems have defeated, twice:

John Boehner asserts:

CLAIM: “Now, there are also those who claim that our reform efforts would insure illegal immigrants. This, too, is false. The reforms I am proposing would not apply to those who are here illegally.”

FACT: The non-partisan Congressional Research Service confirms in a report that there is no mechanism included in the bill to verify that individuals are U.S. citizens or legal immigrants before they receive government benefits. Furthermore, Republicans offered two amendments in the Ways and Means, and Energy and Commerce Committees that were rejected by Democrats. The first would have prevented illegal immigrants from being automatically enrolled into Medicaid and the second would have required better screening for applicants for federally-subsidized health care to ensure they are actually citizens or legal immigrants.

Then in the end of the speech, he looked at the republican side and flat out pointed out the fearmongering lies the republicans have been spreading, and called the out on it. Once again, you have a young black President telling a bunch of stuffy old, and the key word here is dirt old rich white men what for, and frankly living close to, traveling through, and working in SC I can tell you they are still wishing the south had won.

It's odd that there's one area the US has more civility than the UK. That's the halls of congress. The British parliament has much more relaxed standards of decorum. Wilson's outburst would have been par for the course there.
