The reality is that over the past 40 years the war on drugs has failed. It is time to try an alternate strategy.

It's way past time. The consequences of that travesty were abundantly clear within a few years. The disasters that have attended this policy have brought needless pain to millions and needless expense to us all through taxes and loss of services.
Certainly its far past time to try another strategy.
Legalize them - and tax the hell out of them. Make insurance premiums for drug users sky high, and make them pay for "drug salons" where they go to use. Then they can be restrained, so that they can't hurt anyone else. Make drug use an automatic, legal ground for divorce. Sure. People should have the right to make mush out of their brains if they like. They shouldn't be able to impose the costs of their bad decisions on the rest of us.
Good idea; this might help to keep the population down.
