I did this effect using Photo Scape

 

I took this picture:

 

made a copy and used the emboss filter on it:

 

In photo scape I can combine two pictures, what I did was take the embossed copy, then overlayed the original photography and made it a slighly transparent so that the that the embossing comes through.  This is the effect I got.

Oh I love it, I wish I can figure out how to do these things. I can make the two copies, but then I can't figure out how to overlay them. I have tried different programs, and can't figure any of them out to do that. Great job Nancy, I love the end result. I wish you were closer to me I would hire you to teach me how to do this.
