Once upon a time, Americans used to receive their IRS W-2 forms in January. The typical taxpayer then sat down with a form 1040 and a pencil and got to work. An hour or so later, voilĂ , his or her taxes were filed. It was like a fairy tale, and it is one that fewer and fewer Americans remember.
Of course, there are some people who do not need help to fill out their tax returns. These people typically work for low wages, lack dependents, investments, and do not pay taxes. For those of us who do fork over some money to the government each year, the expense comes with a bonus headache.
President Obama's cabinet nominations were decimated last week by tax problems, prompting some to ask if Democrats pay taxes. Many people, some of them quite famous, have had problems with the IRS. Willie Nelson, Spiro Agnew, and Wesley Snipes have found themselves on the wrong side of the law, along with countless others, less-famous and less-wealthy. A former IRS commissioner, Joseph Nunan, once faced tax evasion charges for failing to claim income from a wager he won. This probably comes as no surprise to regular people trying to do their taxes.
According to the Internal Revenue Service, the average taxpayer needs to spend about 27 hours keeping records, planning and filling out forms to stay on the right side of Uncle Sam. If, however, that American happens also to be self-employed, the amount of time doubles.
A married couple buying their home with one self-employed spouse, one child in college, modest investments, and a retirement plan may need to file as many as ten forms. The cost of an accountant to prepare the forms begins at $200. Even though the accountant's fee is tax deductable, many people who need an accountant's help are hard pressed to come up with the fee.
IRS forms are confusing and complicated. The directions are not written in clear English. The IRS maintains a tax line to "help" taxpayers who have questions. Unfortunately for taxpayers, IRS employees are not liable for the answers they give, and they do not have to volunteer information. So if you ask an IRS tax counselor a question and use his erroneous answer to fill out your tax return incorrectly, you are on your own.
Not only can tax problems derail your cabinet nomination, they can ruin your life. Willie Nelson knows this better than most. The IRS relieved him of most of his assets in 1990 to settle a $16.7 million debt. The IRS can attach any income you have, including Social Security payments, to recover money it claims you owe. The IRS can recoup taxes by placing a lien against your home, even in homestead states. There are several national law firms that specialize in IRS tax problems, a measure of how widespread problems are.
Now the IRS has decided to outsource its collections. People who don't have the money to pay on tax day or who get behind can count on their contact information being given to a commercial bill-collector, as if owing money to the government weren't unpleasant enough.
Congress could write a simple tax code in a week. One tax rate for personal income, one for business income. People would pay their flat percentage through payroll or income deductions, without returns, forms, deadlines or headaches. Everyone, even the workers at McDonalds, could shoulder the burden, rather than only those who cannot find a way to get out of it. It might displace a few tax accountants, but they are clever fellows. They'll find something else.

Fortunately the IRS caught my mistake and we were able to correct it.
The wealthy must really have complicated returns seeing as they can cheat or make honest mistakes.
But that doesn't matter to the "librul" media.
The honest mistakes are drug over the coals and the liars/cheats are ignored.
Or we could do as one individual suggested - charge everyone 10% - individual, business or government. People and businesses would send their 10% to their city. The city would send 10% of what they collected to the county, which would send 10% of what they collected to the state, which would send 10% of what they collected to the federal government. How simple is that?

Now Japan offers a free government website where you can fill in your form, have it calculated automatically, and submit. I checked the IRS for something similar and found that there is a cutoff income for the free service, after which it gets kicked over to a professional accounting firm that you have to pay for. What kind of a sorry policy is that?
I don't think I favor a flat tax (see a post under my name quite some time ago about the so-called "fair" tax proposal, which would probably turn out not to live up to its name), but I do advocate tax simplification for all.
Or we could get rid of income taxes all together and rely on capital gains taxes - higher, of course - to fund the governments.
nos. and they sent it back to him. Ten years later, they filed that tax return I think it was 1996 or so, and figured it as he was single, and he had ten dependents. He is now having his wages guarnisheed for 28.000.00 , penalties and interest for all these years. been almost a year trying to straighten it out, refiled correctly so far has paid in about 8,000 , he should have had a refund, maybe they will eventually straighten it out, I told him to run for the senate or get a job in government, then you don't have to worry, lol.
If they don't want to pay the tarraf they don't need to send their crap over here. I for one could do very well without cheap Chineese junk.
That would also encourage manufacturers to return to the US and help the unemployment problem.
Since the country is being destroyed by imports, why not go back to tariffs.
Eliminate federal income taxes, and charge tariffs on all imports.
That would solve our job loss problem, and make people happy with no federal taxes.

Ever heard of one group of people singled out to pay for an entire federal program? That's what is happening with the extended children's insurance program Obama is putting in place, the smokers are paying the war for the entire country.

Great article! There aren't many of us who like the actual process of the forms. However, I have figured my own taxes for forty years and I do file a long form and schedule A. The only time I've used an accountant was one year when a small inheritance was involved. So I know it can be done, but the IRS could certainly make it easier.
For instance, I now have to calculate how much of my social security is subject to taxes. If your income other than SS is at a certain level then no taxes are placed on Social Security. Everything over that level has to be taxed. Another ting that is time consuming is calculating medical expenses. There needs to be a way of easing the process there.
That said, I do support the basic concept of our progressive income tax. I believe that taxing income is the most fair tax we can have and almost all other taxation is highly regressive, punishing those in the bottom level of income and middle income, while rewarding those that are already rich. That includes the flat tax and the "fair tax" as two examples of taxes that are really bad news to the common person. They would be wonderful for the wealthy.
The income tax was never figured to be only for the war and ended when it was paid off. However, since paying it off would eliminate the national debt, one could say that it has never been paid off, since we've carried a debt ever since the war.
Virtually every program or expenditure of the federal or sate governments pays for individual groups expenses with funds from everyone. Nothing new about this! The highway system charges people who do not travel same as those that do. The education system charges the childless along with the child caring groups. This is the nature of government and we are definitely going to help those children needing medical care. It is the responsibility of society to accomplish this in my opinion.
I used to do my own long forms until it got so bad that even the IRS employees I'd question couldn't help. I tried H&R Block but they were more confused than the IRS. Now I grimace and pay an accountant each year. So far it seems to be working as I get back a small amount each year.
Larry Mason is right. He has figured out a way to provide the services, but it's not the government that does it. We CAN provide free healthcare and other necessities if we change our system to the one he outlines on this website.
