To develop a working budget should take about four hours of planning and no more than thirty minutes per pay period to maintain. If it takes more than that, it's too complicated.

I agree. The important aspect of this advice is to do a budget and to stick to it. You'll actually realize you have more discretionary funds available than you thought you had. Of course, this means that you need to stop spending your money on frivolous purchases.
