Okay...I have noticed something very interesting over the last few days. I have been like totally sweating the fact that my car can't get inspected, because of the issues that need fixing. I really need a new car (Santa)...LOL...but that's a different story.
Have you ever noticed, that you don't notice something, until it has some form of effect on you...then all of a sudden...you notice it all the time?
Take for instance in my case. Every cop that I go by...I pray..."Please, please, please Lord don't let them notice my expired inspection sticker." I try not going out during the day...but sometimes I have no choice and I panic when I do.
Well...the other day...I started looking at people's inspection stickers and wishing mine was current. Then I began to notice something interesting. Not one...not two...not even three...but TONS!!!! ...of cars are driving around with bad inspection stickers. Some of these cars are really nice too!
I have seen inspection stickers dated 02/08, 04/08, 08/08, 09/08, 10/08, 11/08 and even saw one that had not been inspected since 10/07!!! Yesterday, I was in the Kroger parking lot and I must have passed maybe 30 cars and out of those 30 cars, at least 1/3 of them had expired inspection stickers. I thought...say what??? Have they've just been lucky all this time??? Do the cops not really pull people over for this???
Needless to say...I started to relax a little bit. However, I still won't be "worry free" (Santa)... LOL...until I can get my car fixed and inspected. Plus...I am nervous because it's running so bad and I live alone with no way of getting around.

Honestly, I would sooner have up to date inspections because it guarantees your car is not a safety hazard for the most part, and it's not just the cops you'd have to worry about. What if you were in an accident and another driver got hurt. Too many legal issues there. I however, don't have to pay for my inspections as long as I take my car back to where I bought it from.
I have noticed that with other things, though, that things you never pay attention to before, suddenly have some significance. Like I never realized how many people have a fairly new silver minivan, until we bought ours. We had a Malibu Maxx before, and they were very uncommon, so it was always easy to find our car. The Uplander is harder to find, even though it's taller, because there are so many people that have them.
I am like you though, if I know it's expired I am constantly freaking out over it.
As to your "sticker problem", you will find, if you take time to notice, that there are LOADS of cars with expired LICENSE PLATES, even, driving around all the time! There are only so many police officers and TONS, I'm sure, of expired inspection stickers (we don't have those here in CA, but I have lived in states where they did) and plates...
What most traffic cops are looking for are vehicles that are posing an immediate danger to others on the road (weaving, aggressive driving, bald tires -- things that KILL PEOPLE) FIRST and THEN, if they have the inclination, time or energy, they go after those with "technical" violations...
Usually, an expired sticker or plate gives them "reasonable cause" to pull someone over that they are suspicious of but who hasn't yet provided them with that "cause".
