Richard Haass, president of the Council on Foreign Relations, published an article in the Wall Street Journal November 8 that looks at potential effects of the current economic slowdown on U.S. Foreign Policy.
Haass argues that pressures in Congress to cut defense and foreign aid budgets will limit the tools available to President Obama for use abroad. He offers a bleak assessment of what is likely to transpire, and a few "silver linings" that may benefit the United States. Here's the link:
