Turn off your pop up blocker, try to upload pics then a box will pop up for you to download the Gather ActiveX. It took several tries before it worked for me. Then don't forget to turn your pop up blocker back on.
If you are using IE there will be a little yellow drop down line under your toolbar at the top, click on this. It will say something like "to install active X control click here.
