She knew that the agreement was hanging by its fingernails. The Republican leadership had just enough votes. So she makes a highly partisan speech just before the vote, pissing off enough people to kill the bill.She had to know exactly what she was doing.

Regardless of how offensive Pelosi's remarks may have been they have a responsibility to vote on the merits of the bill.
There are some Republicans who are saying the speech is what did it but that's not the truth. Not that Pelosi gets a free pass here ; it was incredibly stupid to make a partisan speech right before the vote was taken but there is no way that those voting against it did so because of hurt feelings.
They're politicians. They have no feelings.
